Just found workaround that permanently disables DVFS on S7 Exynos variant, all the M cores are active once applied, no root needed. 

All you need to do it's to get cpuburn from Play store, set number of threads 2 or 3 and start burning in background. It won't push frequency to the highest value (like with minimize trick) but you'll certainly get all the cores active. Also expect throttling.

Currently there's no build that fixes iCache bug, so you'd need to apply minimize workaround. But cpuburn workaround works for any scenarios, not just dolphin. I've been profiling PPSSPP as well

Ah apologies, I was under the impression that disabling dvfs was the key to fixing the bug
