If your goal is just Dolphin and nothing else, getting a new G3258 may be a better deal. Although I've never heard of a G3258 that couldn't break 4 ghz. Motherboard issue?
If you want a general HTPC, Haswell / Skylake i3.
If you want a general purpose system that can do other modern games, Skylake i5 / i7 as money permits. i7 will let you crank up settings to their highest in some games that like to use a lot of threads (Battlefield comes to mind)
For the last option, there is no reason to get Haswell. You'll be buying a new board anyways and Intel chips do not deprecate in price quickly.

3) The main difference for me is the price. Getting an 1150 OCable motherboard + used Haswell K-quad only will cost ~$20-$30 more than a Skylake i3 + Z motherboard. A skylake i5 + Z motherboard will cost $100 more than the 1150 + used Haswell K.
I can get a used Haswell 4670k + B85 overclocking mobo for ~$210, Skylake i3 + Zmobo for $190, or Skylake i5+Zmobo for $310.
4) Compared to Haswell, Skylake's performance gain overall is 5%, and up to 10% in Dolphin. I question if that is worth $100 more to get a Skylake i5.
So my "upgrade" paths in Skylake aren't too great since it's not much different than Haswell. And if the leaked Kaby Lake benchmarks are correct, it barely offers any IPC improvements either, with another 5% bump. If I'm only getting a 10-11% overall IPC bump from future CPUs, that's not much future proofing - and it's not worth the time and hassle of taking out my motherboard to remount to cpu and heatsink. Kaby Lake is likely the end of the road for 1151 too.
