Not really.

3000/3000m series APUs are based on llano cores (a newer slightly improved version of the stars and husky cores that phenom II cpus are based on)
5000/6000/4000m/5000m series APUs are based on piledriver cores
7000/6000m series APUs are based on steamroller cores

Bulldozer and piledriver were rebuilt almost from the ground up so you can't really call them derivatives of 10h family cores.

Well an 8570D is slower than a 6570 which can be easily purchased for $60 (within his budget). A 6450 is almost as fast and can be had for $40. Apparently he can somehow afford a 6750 which is even better. Basically the Intel system with a discrete gpu will give him a faster cpu and faster gpu for the same amount of money. So there is really no downside.

While the A8 can probably get close to the performance of the Intel cpu it will consume significantly more power and generate significantly more heat just to get close. Which is not good for an HTPC build.
