This is a solution I found to disable WinKey shortcuts so the emulated Wiimote extension can work properly when mapped to WinKey.
#1 via Registry Hack
it's in the attachment below (DisableWinKeys.zip), the procedure is reversible.

#2 almost all associated WinKey shortcuts are disabled, except WinKey+arrow_keys. Next procedure disables these shortcuts:
Control Panel -> Ease of Access Centre -> Make the mouse easier to use -> tick checkbox [+] Prevent windows from being automatically arranged when moved to the edge of the screen

restart windows 7.
Note: In dolphin-emu, when using WinKey as a Wiimote button, some combo keys are not available e.g. WinKey+arrow_keys which is disabled in procedure #2 above.
