(FullSpeed) 60fps yesterday, today only 30fps?? PLEASE HELP

If it locked at 30 FPS then maybe your refresh rate is 30hz , Are you connecting you Laptop to a TV via HDMI , then make sure in your Intel Graphics Control Panel (Right Click Desktop) and make sure it is 60hz refresh rate... try also selecting Default Settings in the Intel Graphics Control Panel
