I think I found how to fix this problem. This problem also presented itself in 2 other programs I used, 2010 City Bus Simulator and ePSXe the Playstation Emulator. I right clicked the executable, hit properties and selected the compatibility tab, then selected "Disable display scaling on high DPI settings". I guess I got my DPI set pretty high since I have a rather large screen and sit pretty far away.

However, this option is greyed out for Dolphin as are most things in the compatibility tab, I guess I'll try forcing it to run as Administrator, take ownership or something. I'm sure if I fiddle around a bit with those sort of options, I can get this problem fixed. This is a great thing though, problem is nearly solved, and it is solved for my other programs I had issues with =D

EDIT: Can't seem to change ANYTHING in reguards to Compatibility Options with the Dolphin executable. Any experts want to weigh in? -.-

Wow....I'm glad I'm not the only having this problem. KMFDM_Kid2000 great you found the problem, I'll play with it more at home tonight. I just open a new thread (my first post) about it. Hopefully together we’ll find a workable solution for this problem. Myself I would prefer to try/use newer SVN builds too. I thought it was a geforce driver issue, but it looks like a Microsoft issue
