FullScreen not working properly

For the past few weeks my emulations have been fine when it comes to full screen I put an HDMI in my laptop through to my tv. Today I decided to start it up and Everytime I go to full screen I only see half of the emulation and there's a black bar at the top of my tv. I messed with the graphics in everyway I can think of and the only setting that works distorts text in the emulation

If you download and run the latest dev build, does that solve your problem?
If you put a blank txt file named "portable.txt" (without quotes) in the same folder as Dolphin.exe (to run in portable mode), does the same issue still happen?

I will try. Will it ruin my saved data?

No, the dev builds read the save data from the global directory, and the portable mode runs Dolphin in a clean, local state, so it won't even touch your saves in the global directory

I've tried both options it still doesn't work
