Friend Can't Play Melee - GC IPL not found!?

Friend's Computer Specs
CPU - Intel Xeon x3470 @3.54ghz
RAM - 20GB DDR3 1600mhz
GPU - RX 480 4GB

Friend's Dolphin Version
ver - 5.0 stable

note - He uses the Vulkan graphics setting instead of OpenGL

Hello all. My friend is having an issue with his Dolphin. I am not sure if this is the only GCN game he has tried playing on it but he had played COD 3 for the Wii on it and it worked.

However, when he boots Smash Melee for GCN he gets an error 'Cannot start the game the GC IPL could not be found.'



I am unaware what this error means or how to resolve it and was wondering what could be the issue?
