When you sell an item via the community market other players purchase it with real money which goes to your Steam Wallet. Steam Wallet funds can only be spent on Steam so Valve wins regardless and are not really losing anything. It's not exactly free for me in the sense I had to spend $5 for each account I wanted to upgrade to premium else I couldn't trade or sell dropped items.
