How about trying out other graphic plug in like DX11 or OpenGL and different revision?

Done for all revs from 2.0 to 6818 yet.(including custom builds like lectrode and co.)
DX11 bring the same 30 fps Confused

Kinda strange....

Yes their is. Audio throttle can kill performance in some games. Framelimiting is a much better way of capping gamespeed for most games.

Try turning them off (and any other background services) and see if that makes any difference.

If that doesn't work check your cpu, nb, and gpu temps. If they are all good then take tuanmings advise and reformat. If that STILL doesn't work then it is most likely the video card (the GT240 is known to have issues with dolphin).

I reinstalled Windows 7 Ultimate x64 on my desk.
Unfortunately, there are some bad news:
About 30% of my CPU is eat by System Interrupts:

I also checked for overheat issue after launching Dolphin, here it is:

Temp sits at avg. 90/100°C even after quitting Dolphin.

Fresh Windows install...

I got Intel HeatSink placed over CPU

Either the heatsink is not properly mounted, the heatsink is clogged with dust, the fan on the heatsink is dying, the case is poorly ventilated, thermal grease was not properly applied, or the heatsink is insufficient.

-First try running it while leaving the side panel of your case off.
-Buy a can of dustoff and blow out any dust in the air cooler (or in the case)
-Look at the inside of your case and move anything that might be obstructing airflow out of the way
-Buy some new thermal paste/grease, I recommend arctic cooling MX-2 or tuniq TX-2 since they're cheap and don't conduct electricity (so they're safe to use)
-Then try remounting the heatsink and reappying thermal grease (take it off, wipe off the grease carefully on both the cpu and heatsink without spilling it on anything, use rubbing alcohol if you have to, apply new thermal paste/grease, don't use too much, use just enough to provide a thin coat over the whole surface, then put the heatsink back on and make sure it's tight)
-Now try it again with the side panel off
-If it's still overheating then you need to buy a new HSF (heatsink + fan)

90/100°C is extremely hot and will drastically shorten the life of your hardware. Do not run your box at this temperature for an extended period of time.

Sometimes it is necessary to state the obvious because some people may not know better when it comes to high temperatures and hardware as heat is the #1 killer of electronics. Just trying to keep another burnt cpu out of the trash can!

Finally, I replaced the heatsink and put it in "correct" position.
I moved the fan to air directly the heatsink too and got an avg. 35°C CPU temperature (up to 60°C in heavy dolphin loads)

Results: all games running close to perfection in 45/60fps.

* Super Mario Galaxy = 50/60fps

* Super Mario Galaxy 2 = 60fps

* Super Mario Kart Wii = 60fps

* Wave Race GC = 25fps and 60vps but still 100% speed (like it was running at 60fps)

* New Super Mario Bros = 60fps

* Wario World GC = 60fps

* Mario Kart Double Dash GC = 60fps

It was merely a big overheat problem...glad that my CPU did not forfeit yet lol.
Btw I'm now using r6505 cause of the further fifo changes...do you think i would get the same fps with the latest revisions?
