Not sure whether or not this is a bug with Dolphin, a driver issue or a Windows quirk, but it's something that annoys me a lot. When playing any game in Dolphin, under any renderer, about 5 or so minutes into playing the framerate drops by half to 30. After waiting for about 5 minutes again, it returns to normal. Note that the game speed isn't affected, and the window title indicates that it is still running at 60fps. I've also checked the load of my GPU/CPU and it doesn't get particularly close to 100% when this is happening. Toggling VSync (in Dolphin and in the graphics control panel) has no effect on this. Using OBS Studio's Game Capture to record footage does show the frameskipping effect when the recording is played back. This effect does also happen with some other programs (ePSXe is one), but not everything (BizHawk, for instance, never shows this issue when emulating the same game as ePSXe despite taking up more system resources).

I'm on Windows 10 Pro, with an NVIDIA GTX 970 and an Intel 4690. Has anyone else experienced this issue before, and does anyone know how I might solve it?

Make sure vsync is both off in Dolphin and your nvidia drivers.

My recommendation is the following

Go into nvidia control panel, go make a program specific profile for Dolphin.exe. For thet profile set vsync to "off", and power management to "prefer maximum performance"

It's either vsync or your nvidia GPU confused at what power to run at because Dolphin's GPU load is weird.

Already tried setting the power management, didn't have any effect. Forcing vsync off doesn't seem to have any effect either. Thanks for the suggestion anyway though.
