Hello there :3 I have quite a bothersome problem with frameskipping in Dolphin. I am able to run games like Sonic Colors and Super Mario Galaxy 2 at 40-50fps, but not on full speed due to my CPU. So, when I enable frameskipping, game runs at ~25fps (at frameskip set to 1, obviously), but the speed doesn't increase.

This problem occured for me on Dolphin 3.5 (stable), Dolphin 4.0 (stable) and Dolphin 4.0-242.

PC specs:
Phenom X3 8450 2.3GHz
ATI HD 6570 on default 1300/1800 speeds.
4 gigs of Kingston DDR2 RAM at 800MHz.

Your CPU will never run games like Mario Galaxy 2 at full speed it's just too slow. I even struggle to keep it at 100% all of the time.

Frameskipping only works if you are GPU bound. You're not. Your Phenom is pretty slow, so you are most likely CPU bound in those games.
