the answer is easy : frameskip just skips the graphical part of the frame, the cpu part cannot be skipped.

as dolphin needs a ultra highend, heavily overclocked cpu (or better)
but only very weak graphic card

its pretty pointless and would only help to archieve higher resolutions + AA for weak GPUs at the costs of fps.


in any case : you can add frameskip yourself if you can compile dolphin. problem is that it crashes many games instantly, as they wait for a frame to be drawn which will never happen.
