Framerate Stuttering (Even at 60fps)

When I play games, the fps frequently stutters and drops frames, even when the fps counter reads a constant 60fps. I have determined it is not an issue with my specs or setup--lowering the resolution and disabling other slowdowns does not change the fps in the slightest; it still reads a constant 60 on the counter and still stutters on my display. Why is this happening/how can I fix it?
