I've used both Open GL and D3D. I just tried fullscreen. Frame problem still happened after a few matches.

And I'm using dolphin 4.0-648 because the PM setup guide says to use either 4.0-648 or 4.0-652 because they are designed to be able to use dual core on Netplay without desyncs.
Not sure how true or impactful this is.

You are running stock so uncore will be stock too. I think it's a waste to not overclock that CPU Tongue Highly recommended.

I've only now read about the dual core netplay branches. So that is true.

I guess I would just like to be sure that your issues are not solely related to framerates on a netplay game. If it is, you could increase the buffer somewhat.

The issue happens both on Netplay and off of Netplay. Pad buffer does not make a difference. It happens I little bit more on Netplay. It makes me think that there is a bottlenecking situation going on, but I can't imagine there is. I have friends with less powerful setups than mine who are running the game perfectly. Also, as I mentioned before, the weird fps issue does not increase or decrease based on AA, AF, or native resolution (although, I do get little stutters on max settings but that is as expected).

I might consider overclocking my cpu, yes. I'm sure it's not need to fix this problem though.

That guide you linked is pretty good. I already have everything in there done except for setting clock speeds/overclocking.
I'm not sure why dolphin would need more processing power than a stock clocked i7 3k and GTX 770.

Tried with those settings, made no difference; still getting frame drops even when the counter reads 60. Also, for some reason. D3D seemed to run a little better, which is weird because I was under the impression OpenGL always ran better on nVidia GPUs...

OGL and D3D depends on the game, they're very evenly matched nowadays. Use exclusive fullscreen with D3D in the latest development builds for the best possible experience.

Explain "exclusive fullscreen" to me--I also read about it in the progress report, but I wasn't really sure what they were talking about.

Instead of a window box that fills the screen with the GC/Wii screen only, it uses a border less true fullscreen window like actual consoles do when displaying a game

Right now I'm using fullscreen, v-sync on (both dolphin and nvidia control panel), and render to main window and it's WORKING!
wow.
Try doing that, Kurausukun, along with all the settings from the PM Optimization guide on Smashboards. It might work for you. The issue seems to be currently solved for me. It's gonna have to work for a bit longer now until I can't call it a lucky break.

I'm using D3D, so I'd recommend that. Don't bother enabling triple buffering. Most programs that run on D3D won't actually have triple buffering even if the setting is on, unless you have this plugin for D3D that forces it on.
