According to notebookcheck , 3.5GHz is your maximum speed

You must do some stress test to make sure your CPU is stable enough .
You should run Dolphin for 30mins and check the CPU temp .
Btw, my 6 years old Acer laptop is still working as I keep the temp under 80C

Thanks so much. I messed around with it, found a video on youtube with the exact same CPU he was able to make it 3.4 ghz however mine was max at 2.8 ghz. Since Im not experienced I think Ill just keep things the way they were. However, I messed a lot with the settings on throttlestop and there was no reset to default, will this affect my laptop in anyways or throttlestop is basically useless if i dont open the application exe? Cause by the looks of it I had no idea what my default settings were
Windows 10 64 bit

Intel core i7-4710HQ CPU @ 2.50 Ghz

Nvidia Gefore GTX860M

16GB RAM

Latest dolphin development version

Throttlestop is 100% safe as long as you keep the temperature under control .
If you want everything back to default then I think you will have to restart your PC
