Hi, I have a problem where my framerate dips below the normal limited amount. Phantasy Star Online runs at 30fps, or else it'll be in hyper speed. My computer can run the emulator at 50+ fps easily, but when I have it limited, it still dips down to 25ish and that's a problem when playing online, because of sync issues. If this can't be ironed out, is there a way to run the emulator without the fps determining the game speed? Here are my specs:

Operating System: Windows 8 64-bit
Processor/CPU: AMD FX-6300 six-core 3.50 GHz
Video Card/GPU: ATI AMD Radeon HD 7700 1024MB
Memory/RAM: 8GB Dual-Chanel DDR3 @ 666MHz
Dolphin Revision Currently Using: Dolphin 4.0-854-dirty

What do your Framelimit settings look like? I know the Xenoblade Chronicles (also a 30 FPS NTSC game) has random drops with certain framelimit settings, even though I'm capable of running it at much faster when disabling the Framelimit. Sticking to Auto is usually the best in my experience for all the games I've tried to run.

Is there a way that we can set a fps value that the emulator will run at, like in PCSX2? That way it won't go too fast when frame limiter is turned off?

You guys aren't getting it, the game itself regulates the framerate. It purposefully lowers the framerate down so that the Wii doesn't slowdown and have more severe problems. By upping the framerate, you're just making the game run faster than it would on a real Wii, which has the expected consequences of the game running faster.
