I have a similar question, I hope you don't mind if I ask it in your thread.
In the OGL Plugin there is an option called "Use real XFB". What does this option do and what is a "XFB"?

1. It's no frame stepping, but frame skipping. Read it properly next time.

2. It allows you to run games faster, but with more frames skipped.

frame skipping only increases your fps if your cpu is having problems emulating the gpu, the cpu emulation is unaffected

About the actual Stepping, read TAS and Debugger(Developer guide) in the wiki pages.

Frame stepping is a feature for making tools-assisted videos. It lets you play the game one frame at a time so you can make quick, exact movements. There's a button you can press to advance to the next frame. You can also turn it off again.
