frame limit

the new frame limit mode doesn't work correctly.mine is build3661.
the frame limit 30fps work as 24fps and the frame limit 60fps work as 42fps

at least its there.
i mean, some of the users get 100+fps so at least they get 42 lol

problems with framelimit is that it limits to slow like i set it to 60 fps and it goes down to like 30 fps but the game ussually works at like 220 fps so i guess its a start

also, when trying the framelimit myself (altho i have horrible fps on my machine deu to age) it iis indeed borked but works in some games o_O;
