Hello, I just installed Dolphin 5.0 the other day. However, when I try to play a game on it, I get frame skips/dips. I pretty consistently get 60FPS except for the dipping which happens either during gameplay or watching a cutscene, and it can dip into the 20's sometimes. I wouldn't have as big a problem if the dips weren't so bad, but because they are it's causing the game to freeze for a second, which can be pretty frustrating during fighting or combat games. I will go ahead and post my Dolphin settings here (anything not included is OFF);

Backend - OpenGL
Fullscreen Res - 1920x1080
Aspect Ratio - Auto
V-Sync - ON
Hide Mouse Cursor - ON

Internal Res - 3x Native for 1080p
AA - 4x MSAA
Anti-Filtering - 4x
Post Processing Effect - OFF
Scaled EFB Copy - ON
Per Pixel Lighting - ON
Widescreen Hack  - ON

Ignore Format Changes - ON
Store EFB Copies to Texture Only - ON
Accuracy - Fast
XFB - DISABLED
Fast Depth Calculation - ON
Disable Bounding Box - ON

Crop - ON
Enable Progressive Scan - ON
Borderless Fullscreen - ON


Enable Idle Skipping - ON
Speed Limit  - 100% (Normal)
CPU Emulator Engine - JIT Recompiler

This happens during Star Fox Adventures, Smash Bros. Melee, Evolution Skateboarding, and very occasionally but definitely the least in Goldeneye Rogue Agent.

You should try latest dev build and see if it still happens.

Also, it´s always better to specify what games are you playing.

I've updated my post and listed the games I have so far tried and had issues on. How do I go about updating the program properly? I downloaded the 7zip file from the link the emulator has for updating the build, but where do I go from here? Do I just unpack it into the same folder as the original exe?

You have to extract it in a new folder.
