OK - I've tried to fix it my self, but everything I've looked up and tried on my own isn't working.

I'm trying to play Paper Mario TTYD, but I'm always struck with 20FPS/15-40% speed. I've done everything I can think of.

System Specs
Pentium 4 CPU 3.40GHz
1GB RAM
GeForce 6800 256MB

Unfortuently, that machine is not powerful enough to use dolphin to it's full extent. It's recommended that you atleast have a dual-core processor of at least 2.8ghz (I'm running a dual-core at 2.7ghz, and most games work at "playable" rates). That graphics is also very old, and so that wouldn't help with the framerates. It might be time to consider getting an upgrade for your computer!

I know it's an emulator and all - but I think it's ridiculous that I can run WoW or Half-Life 2 EP: 2 at max settings and have very little issues as far as performance goes, but I can't run a game that was made back on '04.

Emulator need more CPU power than PC games need .Even if you play Starcraft 2 or Crisis fullspeed ,it does not mean you can play dolphin fullspeed
I also had Pentium D before so i knew how weak it is (PentiumD > Pentium 4)
You may upgrade both CPU and mainboard ,Intel E5xxx are around 50-70$, Asus mainboard is cheap and it can overclock as well

Yes. Your computer is way too slow to run Dolphin. I would recommend a whole new system if you really want to run Dolphin

I'll just see if I can find my brother's old GameCube. I never finished Paper Mario, and it's been bothering me for 6 years.

The really problem is that the emulator games use private instructions of new cpu as sse3 ssse3 sse4 and sse4a, your cpu not has that's instructions. by these not run quickly.

Dolphin use minimum pixel shader 2.0, only in new gpu i beleave that your nvidia not has pixel shader 2.0

Sorry. you must buy new computer.
