fps problem

EVERY ONE OF MY GAMES WORKS FINE

digimon rumble arena 2
dragon drive
naruto clash of ninja 4
battle stadium don
but when i run zatch bell mamodo battles its 50-60 fps then in game it drops to 17

2000mb of ram
dx 9.0c
radeon HD 4650

yes i did try the dx 9 plugin and it had the same problem
