So I hope I explain this right...

I am using the latest version of Dolphin but this problem happens with all versions and my computer.

The problem I face seems to be related to the fps regulation of a game. Now that being said if I load a gamecube game fps is fine and normal. But all other emulation of other virtual console games, (ie. nes or n64 etc. for ex.) ALL run at exactly half speed what they are supposed to. If I set the speed of the game to 90% it smooths out and runs at that speed just fine, same if I run it at 110%. setting it back to 100% reverts it to it's half speed again.

I think it is likely a setting of some kind but not sure.... I hope I am not the only one having this problem. I am confident I have enough processing power and speed as gamecube games run fine.

Setting it to something other than 100% automatically disables vsync. See if you get the same effect by manually disabling vsync in Dolphin's graphics settings.

If disabling vsync does indeed fix it, the cause of the problem is the computer's power management settings.
