Hmm, do you have Dual Core enabled? Is processor's performance set to high (in BIOS)?

I have a laptop about that strength, don't think you will get more performance (unless Dolphin improves)
Specs: intel i5 3570k @ 3.4GHz;
16Gb RAM; Raedon HD 7900;
Win8 64-Bit

really? I've seen videos of PCs with a GeForce 6200, 2GB of RAM and amd dual core (can't remember which exactly) processor (at 2 ghz), which could run SSBM decently. ... this video even shows that it can run decently (20 to 30 FPS, but no major lag) with a Pentium 4, and 1,5GB ram (and a geforce 6200)

Turion's are garbage processors.... but download the LATEST revision, and use the DX plugin. There's a link in my signature, or use the SVN forum and find a build that isn't that old.

Switch to the DX plugin Smile
You should really be able to play mellee and brawl on that pc, those games aren't too demanding.
