Whenever my PC is plugged in, my framerate is constant with little/no drops whatsoever. However, when it's unplugged, the FPS may sometimes drop up to 45FPS every 10 seconds, and it gets rather annoying. Currently using the balanced power plan as well. No, it's not a cache/microstuttering issue, since that obviously happens at any time, plugged in or not. Any fix?

Balanced will usually run on max speed while you are connected to the power, but will clock down your CPU whenever you hit a low demand moment on the CPU to save power, Windows has 2 powerplans: 1 for connected to power and 1 for on battery, thus you probably have the powered one still on High performance. The way emulation works is: the CPU is very important thus if that goes slower everything will go slower. With the emulators for the newer generation of consoles what can happen is: The CPU is working hard (Up to 2 threads 100% usage), but all of a sudden it needs to wait for a different calculation, e.g. the GPU needs to draw something, so the CPU has to wait for the GPU to be done, thus it does nothing for a few moments... On "Balanced" the Windows scheduler will then say: oh, low demand, lets save power and downclock the CPU.
