so i have an intel core i5 2320  and an nvidia geforce GTX 750 TI 
im trying to run dolphin 5.0 and play luigi's mansion but no matter what i do the fps seems unstable, i used dolphin a couple of years ago on this same pc with a slightly worse graphics card and it used to run with absolutely no problems at all but not anymore, if you need anymore information i will happily supply it, i just really wanna be able to play the games of my childhood without any problems

It´s possible that Dolphin is not using your NVidia GPU (or is not stressing enough the "I need all of your power" expression.)

Open the (NVidia) Control Panel and create a profile for Dolphin, then set it to "Always use high performance processor".

You may also want to update to latest dev build first for the best results.

could you run task manager alongside it and check your gpu utilization?
PC: Ryzen 9 3900XT, RTX 2080ti, 32gb 3600mhz ram

sorry im a massve noob when it comes to all this! i went on to the nvidia control panel on my desktop and i couldnt change my prefered graphics performance thing am i

Just run dolphin for me. Next to it, have the task manager, which you can search in the start menu. Take a screenshot of the task manager while running a game, specifically on the tab with the cpu and gpu graphs.
