FPS difference ,Please read

I'm running multiple time of a Wii game (Arc rise Fantasia) using Dolphin v4089, however , i discovered one thing that FPS sometimes is higher and next time i open it again , it back to normal standard FPS . Anybody seen similar thing like this ? i attached two game screenshots .

First one is 28 FPS while second one is 23 FPS .Both are taken from same machine .

thats a small difference. There's nothing abnormal about that

5 FPS also small ? the game definitely runs smoother ... :0

it might run smoother but 5fps is really small

5 fps is nothing. if it was 20 or more of a difference, then you could blame it on something, but since frame rates are unstable as it is... you can't go off of a 5 fps difference.
