I just registered a throwaway account here to offer some info that hopefully may be useful. Even if you have solved it by now, this could prove useful to someone that lands here via google, as I did.
For starts, the remote DOES remember information, it has to - this is part of the pairing process. This information is apparently kept even if batteries are pulled (likely so that you could replace batteries without having to repair to the wii). Additionally, even if the remote is 'off', it is still on, just in a low power mode (again, this allows the wii to turn the remote on when the wii is turned on).
Although I don't know for sure, I am willing to bet that 1+2 re-pairs/reconnects with the previous address the remote remembers, while the sync button forgets this info and makes the remote visible, allowing the host device (the wii, your computer, etc) to connect to the remote.
If the remote hasn't paired to anything, then pressing 1+2 will cause the remote to blink for a few seconds, then stop (this come from elsewhere on this forum). If the remote has remembered a pair, it will blink for much longer as it tries to initiate the connection. Or, in practical terms, pressing the sync button (but disallowing anything to connect to the remote) should forget the original pair, and the next time you press 1+2, it will briefly blink and stop.
When I run into remote-related silliness, I usually just immediately re-pair, from both the remote (pressing sync) and the computer end (as in, windows may remember the remote, and this can cause it to fail, at least in my experience, so I manually forget the remote). I think this is related to why Dolphin removes remembered wii remotes by default if the remote disconnects.
