Thanks for looking into it. It's not really a problem for me anymore since I can just not do that step.

I just rememberd something. Dolphin have crashed (closed down) a few times when I've been using the wii menu. I'm not sure if it has ever happened with my current NAND (the one where I haven't agreed to the thing) But I remember that it happened just when I clicked "agree" the last time when I did the test for you. Maby that has something to do with it.

I know this is old, but I've solved the issue. I deleted my own thread on the issue since I found this one and want to let everyone know how to solve it. Simply deleting NANDBOOTINFO in Dolphin Emulator\Wii\shared2\sys will solve this issue. Based on this info I don't believe this to be an emulator issue, but rather the fault of how NANDBOOTINFO works. Accepting the EULA creates a new NANDBOOTINFO and the Wii checks that to know which menu to boot into before launching Wiiware. Or at least that is how I figure it works.
