Go to the thread I linked to, type in your question in the Quick Reply box or click the link for New Reply and type your question into the editor, hit Post Reply, and then you're done.
As far as most forum software is concerned, any post made within a thread after the Original Post (or First Post if you prefer) is technically a "reply", even if you aren't responding to anything. If you want to ask something new or even unrelated to the Original Post, you still create a "reply" but it's no different than making a new post within that thread.
