It's still for conversation! It is very loose, but it is meant for someone to post something "random" and then people react to and converse about it. Using it for notifications is against what the entire forum is about. :/ That, and editing something and notifying elsewhere is *also* against what a forum is about!

We made some minor tweaks to the language and format of some sections. The following sections...

Not knowing how to dump a game is not an admission of guilt. If you mention downloading, you get banned. If you don't mention it, nothing happens, we then all assume you own the game. Do not harass forum users or report them unless they admit to downloading illegal content.

The core content of the rules remain unchanged, but we decided to make the wordings clearer. Additionally, some sections (Selling & Advertising) are now in Spoiler tags to reduce the visual clutter. Several rules that were floating around the text have been condensed into a Forum Etiquette section. The text for those has not been changed.

You've linked to that thread, but it's 250+ pages long. It would take forever to work out what specifically you were referring to. It's a better idea to link to the one post that concerns you.

Generally, nowadays, we don't change the policies until we have an incident. All of the changes described in this thread, if I recall correctly, are in response to specific problems we've faced at one time or another. In other words, we take a more reactionary approach when imposing rules. We don't want to overburden users with rules of "what if" scenarios.

Personally, if it's from a video game Dolphin emulates, I don't see a reason to mandate a NSFW tag or spoilers. It would be courteous and should be encouraged, but saying it must be done seems a little too much. The community is good with etiquette, so people posting scenes from "T" and "M" rated games will get the message.

If it's just real-life or excessive animated gore, it's most likely Off-Topic talk and will be removed.

You seem to have already answered your own question.

a) If you got banned, then you did something seriously wrong. Perhaps it would be best to wait if the ban is temporary instead of immediately creating a new account.
b) "That means only one account is active this time and other is banned." There you have it, only one account is active. You already answered it yourself by writing that.

Althrough, I suspect you were looking for a different answer. Please try to ask your question as clearly as possible. The better it is written, the easier it is for others to answer it.

Wrong. We did have an incident about that, that's how this addition was made to the rules.

Banned accounts are still active accounts. If you get banned for a week, your account doesn't go away. It stays in our database. An inactive account is one that's deleted and pretty much gone forever.

There has to be a reason why someone would get permanently banned, meaning that this person should not come back again on the forums. Returning with a new account would just result in another ban. Why hand out a ban in the first place otherwise?

There is no use in trying to dissect these rules this much. The Dolphin team makes them and we must simply abide by them. They are all explained within the terms of agreement when creating an account. There is no other way to look at this. Every community has their own rules. You wouldn't question an officer either if you stole from a supermarket trying to explain it was legal, the law simply forbides it. There is no use in trying to question this, it is also silly of course to pretend otherwise.

I would not wonder too much about what might happen when you lose your account, just don't get banned in the first place Smile.
