I have been trying to play Wind Waker / Smash Bros Brawl and I have noticed a slowdown, dropping 5-10 frames depending on the game.
The slowdown is caused by using Force 16:9 in Menu options, because if I change it to Force 4:3, I get to Full Speed back.
However, the slowdown is caused by the Force 16:9 option, because on Force 4:3 I don't have the slowdown regardless of having the Widescreen hack applied or a 21:9 cheat code applied (but the game looks on 4:3 ratio with a 21:9 image).
Is this a bug? Or is it intended as the Force 16:9 option is more demanding?

It´s only forcing an aspect ratio. It shouldn´t give you any slowdown (unless you also cranked up the IR).

Sometimes, cheats also might degrade performance and even cause bugs. Try with the cheats disabled.

This is it. Also, if necessary, these are my specs:
CPU: i5-4210U @ 1.70GHz / 2.40GHz
GPU: Nvidia 840M & Intel HD Graphics 4000 
RAM: 8Gb
I know I am at borderline of Full speed but for these games before it was Full speed at least 99% of the time.

I found out today that weirdly enough, setting it to 3x native resolution internally (1920x1584) doesn't give slowdown at all while using Auto (multiple of 640x528) gives the enormous slowdown.

You´re not using High Performance mode then. Activate it both on Windows and in the Intel HD control panel.

Auto is probably killing into a higher internal resolution when using 16:9.
