Fixing to upgrade

If don't know much about Dolphin, but if you are getting a LGA2011 stand away from Gigabyte. They have the worst LGA2011 board. Stick with Foxconn/ASUS, ASROCK or MSI. (no experience with EVGA)

My 3820 is OC'd to 4300 GHz (in bios it says 44). It can go up to 6.6GHz if you play with strap, but lose on power saving benefits when you touch strap you.

I have my 3820 running at 4.3GHz with a negative offset of 0.080 - stable for over a month now.

Previous build was a 3570k @ 5.0GHz with a positive offset of 0.075 max temps were around 60 degrees (30 degree delta), with the 3820 my delta is only 10 degrees

What games do you want to play? Haswell vs Ivy Bridge won't matter if the games you want to play will run 100% either way.

If you were him , would you be ok with an overpriced CPU ?
It's Ivy Bridge-E but it's just a quad core CPU with 10M Cache , not even 6 cores
Pricing is about the same as latest i7 4790k but it's 55% slower due to older technology , lower clock and overclocking capability
GTX 750 for a near 1000$ system is ridiculous
Not to mention most OEM manufacturer (except gaming PC manufacturer) usually pair an unlocked CPU with "non-overclockable mobo" . I'm not kidding , I saw that happen all the time

Dell used to sell their flagship Alienware system with a unlocked CPU and locked motherboard, but advertise factory overclocking as standard. If you scrolled down, it turned out that they were claiming Intel's Turbo Boost was factory overclocking.

Basically, if you're going to buy a prebuilt system, you're firstly going to waste a lot of money on paying someone to put ten screws into ten holes, and you're going to have to be really careful that the definitions they have for words are actually what those words are taken to mean by the rest of the world.

He might need ivy bridge-e for something else. That's why you have to ask what games he's playing or what he needs the CPU for. Maybe he has a specific use case.

He doesn't with that Ivy Bridge E CPU, as there's no situation it's faster than Haswell. It's only a quad core with a little extra cache, and that extra cache isn't going to offset the speed gains of Haswell, and especially not the overclocking benefit of Devil's Canyon.

The Cache may not help in Dolphin but there are programs that use the cache. Plus just in case you can't remember Haswell isn't a good upgrade in anything other then Dolphin. People are keeping their SB/IB CPUs because in PC games there are no benefits in using haswell.

What games do you want to play? Haswell vs Ivy Bridge won't matter if the games you want to play will run 100% either way.

While i7 4790k can reach 5.5GHz , the i7 4820k can't even reach 5.0GHz (stuck at 4.84GHz) . Sure Devil Canyon will smoke it at the same price .
Haswell is 3->25% faster than Ivy Bridge E (depending on program) . There is no reason to get that Ivy Bridge E unless you like to throw money out of the window

We'd be more believing had you chosen an article on a more widely respected site. Unfortunately, they all show the opposite of that, i.e. that Ivy's never faster, and Haswell's sometimes a lot faster. Also, that's in a situation with equal clock speeds, which isn't going to happen, as at stock, Devil's Canyon is clocked higher, and when overclocked it OCs higher.
