What games do you want to play? Haswell vs Ivy Bridge won't matter if the games you want to play will run 100% either way.
It's Ivy Bridge-E but it's just a quad core CPU with 10M Cache , not even 6 cores
Pricing is about the same as latest i7 4790k but it's 55% slower due to older technology , lower clock and overclocking capability
GTX 750 for a near 1000$ system is ridiculous
Not to mention most OEM manufacturer (except gaming PC manufacturer) usually pair an unlocked CPU with "non-overclockable mobo" . I'm not kidding , I saw that happen all the time
