I have the problem too, i fixed it this way, first i downloaded this http://www.microsoft.com/download/en/details.aspx?id=14632 (The link posted by smartasschild) and installed it, later i downloaded this http://www.microsoft.com/download/en/confirmation.aspx?id=13523 (The link posted by Sogg Nomis) and the problem was fixed, i have the 3.0-589 version of the emulator.
