As far as I know, the snapdragon adreno GPU driver doesn't support dual-source blending on Vulkan. We have a workaround for OpenGL, but the equivalent extension isn't available on vulkan either.

Is there any specific reason you want to use vulkan? I personally haven't seen much improvement vs OpenGL on snapdragon myself, but it's naturally game-specific.
