Fire Emblem: Radiant Dawn transfer data prob?

I can't seem to transfer PoR data to Radiant Dawn no matter what i do (change the region of save file since my PoR save is USA and the Radiant Dawn iso is EUR,download another clear data whose region is PAL)...have i done something wrong or i need to do some extra steps...
