In my .dolphin-emu folder, in the Config folder, the file gfx_opengl.ini reads :

Code:
EFBToTextureEnable = True

So I assume it's initialized by default. Either way, changing this during gameplay (e.g. switching to RAM and back to Texture) yields the same results as in the screenshots. According to the Dolphin Wiki entry, Dolphin revisions 3.0-96 and up should be able to reproduce this. I remember hearing about Super Mario Sunshine being able to use Texture first on these forums, and I later read the same on the wiki. Been playing it for a while on Texture with no problems, except for that one time I got the invisible goop.

EDIT: Yeah, seems I read about it from Gabriel on the Super Mario Sunshine thread :

The Piantas in need in Pianta village level is fully completable with EFB to Texture, you can clean all the 10 Piantas trapped in goop without a hitch.

Don't know if it's old or not, but anyway.
EFB to Texture doesn't seem to as broken as it used to be in the older releases and revs.

Thats the Dolphin graphics core settings ini file not the game ini file,The game ini file for the PAL version of Super Mario Sunshine has,
[Video_Hacks]
EFBToTextureEnable = False
EFBCopyEnable = True
Dont forget that the settings in game.ini files over-ride core settings
