Do you have vsync on. Some game run at 60 when that happen vsync can stop it from going faster. If that the case disabling vsync should work. Note it work looking if it enable in the nvida control panel if dolphin vsync is unchecked. Gsync\freesync shouldn't from my experence affect the limiter though.
The other possibility is the game you running is too demanding to run faster. Though this is unlikely compare paragraph option above. But is possible if you running to high graphic settings. For example 8x ir, with sync ubershaders(don't use this only example) will slow down any graphic card.
