I've got some bad news for you: it's your GPU. Your profile says "Mobile Intel® GMA 4500MHD", which if true is your limiting issue here. Not only is it slow, the driver support is horrendous due to how old it is.

On top of that, Super Paper Mario is one of like 5 games that uses Bounding Box, which is a very tricky piece of software for GPUs to handle. You need OpenGL 4.3 or higher to handle it under OpenGL (which your GPU doesn't support), and under D3D on Intel GPU's its a hit or miss based on drivers, and for you it looks like a miss. The ony thing you can do is to see if Intel has any updates for the for s newer version that will handle bounding box. See list of supported cards here.

As for Mario Galaxy, that's one of teh most GPU demanding games to play in Dolphin, so I'm going to guess driver issues again.

Since you're using a laptop, there's not much you can do to upgrade it besides checking for new drivers. What you could alternately do is to get a new computer. You can build a great little emulation mini pc for around $400 (US)

Edit: here's a quick and dirty mini PC build for Dolphin that will play anything wonderfully. it's about $490 after a rebate.
