Oh, privatetunnel is like an affiliated program, or something. That links takes you away from OpenVPN.net, so I never investigated it.
What worked for me was to get the other installer in your screen shot, then open it with 7-Zip, like so:
The TAP installer is inside the $TEMP directory. Extract it, then run that instead of the OpenVPN installer itself. I deleted the OpenVPN installer, since I don't need it.
It may also be worth noting that when I first used the TAP, Windows got a bit confused and started running its own IPSec services, thinking I was trying to use a VPN. I disabled the IPSec services so that doesn't happen anymore.
