Failed to initialize Direct3D

If i want to open Super Mario Sunshine with Dolphin SVN R 4771 it comes this error: "Failed to initialize Direct3D"

My System:
ATI Radeon X1650 Series (256 MB)
2 GB Ram
2.8 GHZ
Win XP Server 2003

i downloadet the driver from my GraphicCard but the error is not away Pls hrlp me :'(
