(I apologize for creating yet another one of these topics, but it seems my situation is unique)

So I have been scouring the internet for someone in a similar situation as me, but unfortunately I cannot find one. Here is my situation:
Windows 10 with a 280X graphics card. DXDIAG shows that I have DX 12 installed with 9.0c-11.1 capabilities. However, AMD Catalyst shows that I have DirectX 9.14.10.01128 installed, evidently this is not a big deal when googling (as it has something to do with the Windows 10 update and being compatible with Vista?). I also run other games on DX11.0.
When starting the game I get the following series of events: Press Play>Black Screen>"Failed to find a supported video mode">"Failed to initialize Direct3D, Make sure your video card supports at least D3D 10.0">Dolphin.exe has Stopped Working>Close Program
The settings I have are stock for the latest build of dolphin (4.0-8061). Which is to say I have the only Direct3D plugin selected and nothing extra checked/unchecked.
In old versions of Dolphin, when there was the DX 9 backend, the DX 11 would still not work for the same reasons but the DX9 was a work around. This is a very frustrating and interesting problem.
I have tried openGL but in the game I am playing (Harvest Moon: Another Wonderful Life) it causes some major 3D graphical problems.
I have also tried installing DirectX, however it says that my current version is up to date.
My video card is up-to-date with CCC 15.8 Beta.
If there is anything else I have forgotten to include, my apologies, please let me know.
I am running a 4670K 3.6 Ghz with 1x280x, I was supposed to crossfire but I need a better PSU for the time being, I can try plugging my other 280x in to see if it fixes the problem. 8GB of DDR3 1866 ram.
UPDATE:
Plugged in new card Catalyst Control reads the same information. Dolphin works with Direct3D backend. What could be wrong with the other card? They are identical however I have had the old one for much longer.
