'Failed To Connect' - Melee Netplay

So I am using the 4.0 - 7840 version of dolphin to play melee netplay. So far, I am unable to connect to most people, either hosting or connecting, at all. There have been 3 rare occurrences where I have been able to connect to someone, but I dont know the reasoning. I have followed all the guides and I know that my Dolphin is set up correctly for netplay because it has worked a couple of times, its just that most of the time, it says failed to connect. I have also done everything I can to my router settings to let all connections through. Can someone help me find out why I cant connect and fix it?
