This is on my Alienware M18x with an AMD 7790 and 10GB of ram.

I have the latest AMD driver.

Running windows 10, Dolphin 4.0.1

Dont use 4.0. stable, use one of the latest dev builds.
Make sure you have the 64-bit Visual C++ redistributable for Visual Studio 2015 installed

Thank you for the suggestion. With the Dev build it seems I have a new problem. The only thing that I get is a black screen although it appears like it is emulating or trying to emulate the roms. This is happening with all my roms that were working before. I removed and reinstalled the stable version and the roms are working again...

I had tried the latest DEV build. Should i try something else? I do have the Visual C++ files installed.

Post pictures of your Config and Graphics tabs in Dolphin from the latest dev build.
I recommend uploading to Imgur (or something similar) and posting the links.

In the first picture, Framelimit needs to be set to Auto, not 5.

This happened because you used the Audio framelimit option in the old builds. When that was removed some time ago, the new dev builds set the framelimit to what was in the second slot where Audio was, which is now 5.

Also, don't set your Internal Resolution to Auto (Window Size). Use a multiplier.
