I know what is causing the problem now. The audio recompiler is starting despite setting it to emulator. the only current workaround is setting the sound emulator for each individual game, but it seems like an easy fix. Dolphin devs probably didn't notice because they have beast computers, so optimization is not noticed on their side, but ultrabook owners can see a huge difference. Once I deleted the audio recompiler, I got nice framerates on my HD 4000.
MOBO/case: Dell XPS Desktop
OS: Windows 10 Pro, 64-Bit
CPU: Intel i7-920 Bloomfield (1st Generation)
GPU: AMD HD 7850
RAM: 6 GB DDR3

By "emulator" do you mean HLE?

Here we go again!

Both HLE and LLE are extremely well optimized. They provide users with a choice between faster (HLE) or more accurate (LLE) audio emulation. The emulator even defaults to HLE.....

Yes the .bins, although, turns out, I was doing this with my old dolphin, and found out deleting that causes dolphin to not let you in the game, BUT I applied the HLE to the individual games and that actually made the new dolphin versions just as fast as the old ones.

You're not deleting the recompiler you're deleting the coeffecient and microcode binaries. It's really hard to understand what you're saying when you don't use proper terminology. Luckily I found this thread: https://forums.dolphin-emu.org/Thread-audio-issues-on-good-spec-machine?page=2

Where you clarified the issue and it was mentioned that this was a recently fixed bug.
