I know what is causing the problem now. The audio recompiler is starting despite setting it to emulator. the only current workaround is setting the sound emulator for each individual game, but it seems like an easy fix. Dolphin devs probably didn't notice because they have beast computers, so optimization is not noticed on their side, but ultrabook owners can see a huge difference. Once I deleted the audio recompiler, I got nice framerates on my HD 4000.
