External XFB FPS oddities

I'm not 100% sure if it's an emulation issue or just a UI issue, but on a handful of 30FPS games (my main example would be twilight princess) when I set all emulation settings to the most accurate, everything is fine. But if I enable the real external frame buffer emulation (and take the res hit) dolphin reports the FPS as 60 instead of 30. Now I'm pretty sure TP is a 30FPS game, and the game still seems to run at 30FPS anyways with XFB, so I'm going to say it's a statistics issue. But I may be wrong, just putting it out there.

It's not a mistake, just something about using XFB Real. The game won't be any smoother.

So are all games supposed to report 60 FPS with XFB? Is it something with the way the GCN frame buffer is updated?
