I tried so many configurations but nothings seems to help me fix the lag of this game. Is my computer not powerful enough?

That Dolphin is old and inaccurate--download the latest development version (5815 atm) and it will likely be just as fast if not faster.

Don't use old builds, they're very broken, and the latest dev builds are way faster. Get the latest from here: https://dolphin-emu.org/download/ (the most current is 4.0-5818 as of writing)

Using 3.0 only helps because it doesn't emulate efb pokes. Download the latest dev build and check "Skip EFB Access to CPU."

2.2GHz Intel is a rather unspecific processor. Probably a Core-2 Duo or newer Celeron

In either case, your computer can't reliably run Dolphin at full FPS and game speed. Check out here - https://dolphin-emu.org/docs/faq/ for a baseline of the specs you should be running. The Dolphin Wiki also has benchmarks for specific games if you only want to play one or two.
Arch
Intel Core i7 - 4510U
iHD4400
8GB RAM
