This isn't a surprise since Intel's Windows drivers are...sub-par to say the least. And considering their codebase similarity, I wouldn't be surprised if results are similar with DX12 on Win10.
Really the Linux + Vulkan route would be the best in terms of performance, but I don't know how practical that is for you.
